Administrative Law: Principles and Advocacy, 5th Edition offers a comprehensive overview of key legal issues that arise in Canadian administrative law. This text is divided into three parts: Principles and Theory, Advocacy, and Challenging Administrative Decision-Making and Enforcing Orders. Readers are provided with a foundational overview of administrative law in Canada, practical information on participating in tribunal hearings, and the mechanisms in place for challenging decisions. This edition incorporates important changes to the judicial review framework that were introduced by the Supreme Court of Canada in its 2020 decision in Canada (Minister of Citizenship and Immigration) v Vavilov.

Liz Nastasi is the legal manager of Tribunals Ontario with the Ministry of the Attorney General. Previously, Liz was counsel at the Safety Licensing Appeals, the Standards Tribunal Ontario, and FSCO’s (now FSRA) Legal Services Branch. She acted as a mediator with the Ontario Human Rights Commission, a senior arbitrator at FSCO, and served as a policy advisor at the Ministry of Housing (Ontario). In addition to this, Liz taught dispute resolution with Osgoode PD’s LLM programs and also taught in the paralegal program at George Brown College. Most recently, she helped create and prepare Osgoode’s first online course for foreign-trained lawyers working through the NCA accreditation process.

Deborah Pressman is a lawyer, mediator, and adjudicator. She’s also an innovative legal educator

Deborah is currently counsel with the Ministry of the Attorney General, providing legal, policy and strategic support to SLASTO’s Executive Chairs, adjudicators, senior managers and staff. Previously, she was the Director’s Delegate in the Appeals Unit at the Financial Services Commission of Ontario (FSCO). She first joined FSCO as a mediator in 2004. In 2008 she worked as a senior policy analyst and in 2011 she became an arbitrator, adjudicating disputes arising from Ontario’s no fault accident benefits scheme.

Deborah leads various training and teaching initiatives.
• She teaches at the paralegal program at George Brown College.
• She teaches administrative law at the master’s program at Osgoode.
• She is a lead instructor in the Certificate in Adjudication for administrative agencies, boards and tribunals (and the Advanced Certificate), a joint initiative of the Society of Ontario Adjudicators and Regulators and Osgoode.
• She develops and delivers remote learning courses for Osgoode (the foreign lawyers NCA licensing exam prep course) and Emond Publishing (the paralegal licensing exam prep course).
• She trains members of the new Condominium Authority Tribunal, Ontario’s new online tribunal.

Deborah completed her B.A. in political science at York University and her LL.B. at Osgoode. She was called to the Bar in 2002 and acquired her LL.M. degree in Alternative Dispute Resolution in 2005. When she’s not working, she spends time with family and friends, and a terrier named Gilly.
